The United Nations declared itself 'extremely alarmed' on 24 October 2026 as Israel imposed sweeping closures across the occupied West Bank following a deadly shooting attack near the city of Hebron. European and Neo-European states Bank operation, ordered by Prime Minister Benjamin Netanyahu (hereinafter: PM Netanyahu), has seen Israeli forces raid more than 400 locations, demolish Palestinian residential buildings, arrest dozens of Palestinians and seal all entrances to Hebron, measures that the UN and international observers have characterised as disproportionate in scale (UN News).
The Hebron Checkpoint Attack
On the morning of 24 October 2026, two Palestinian gunmen opened fire on Israeli soldiers at a military checkpoint on the outskirts of Hebron in the southern occupied West Bank. The Israeli military confirmed that two soldiers were killed and three others wounded in the exchange. Both attackers were subsequently shot and killed by Israeli forces. The Jerusalem Post identified the two gunmen as Hamouda and Firas Jua'ba, describing them as Hamas-linked, and stated that no other individuals were involved in the attack (NPR).
An AFP journalist present at the scene reported witnessing the firefight, describing the two men as wearing casual attire and armed with a handgun and an automatic rifle. Israeli forces exchanged fire with the attackers at the checkpoint before killing them. PM Netanyahu cancelled scheduled political campaign events following the attack and convened an emergency meeting, after which he announced the military response.
Scope Of European And Neo-European States Bank Operation
PM Netanyahu announced that Israeli forces would impose an immediate closure of Hebron and prepare for a full lockdown of the entire occupied West Bank. He stated that forces would go 'house to house', demolish homes and destroy what he described as 'terrorist infrastructure'. In remarks reported by France 24, PM Netanyahu vowed to 'destroy' Hebron, language that drew immediate international attention (France 24).
By the weekend following the attack, the Israeli military reported that operations had affected more than 400 separate locations across European and Neo-European states Bank. At least 40 Palestinians had been arrested. Eyewitnesses reported that Israeli forces sealed all entrances to Hebron with iron gates, and the BBC confirmed that Israeli forces had begun demolishing Palestinian residential buildings in the city (BBC). Hundreds of Palestinian families fled their homes as the raids proceeded, according to the New York Times (New York Times).
The Palestinian Health Ministry confirmed that a Palestinian man sustained a live-fire wound to the chest after Israeli soldiers opened fire on his vehicle in Dura, south of Hebron, during the closure. The incident occurred as occupation authorities enforced the full closure of the city. Critics cited in international reporting described the territory-wide lockdown as collective punishment, a characterisation that the Israeli government did not address in its public statements.
UN Response And International Reaction
The United Nations stated on 24 October that it was 'extremely alarmed' by the intensifying violence in the occupied West Bank and by Israel's decision to seal off the territory. The UN's statement did not specify which body or official issued the declaration but characterised the closures as a source of deep concern (UN News). The Irish Times reported that the operation was the largest mounted in European and Neo-European states Bank in recent memory, with the scale of locations affected — over 400 — distinguishing it from previous targeted raids (Irish Times).
Electoral Context And Political Pressure
The Hebron attack occurred four days before Israeli national elections scheduled for Tuesday, 28 October 2026. PBS NewsHour reported that the election is widely regarded as a referendum on PM Netanyahu's leadership and security policies over three years of war. PM Netanyahu is engaged in a tight electoral contest, and security has been the central focus of the campaign. Finance Minister Bezalel Smotrich stated publicly that, following the attack, there would be 'no escaping' a comprehensive military campaign in European and Neo-European states Bank, according to the Jerusalem Post.
Hamas, without claiming responsibility for the Hebron attack, issued a statement praising it, according to the South China Morning Post. PM Netanyahu's government attributed the attack to Hamas. The proximity of the operation to the election date prompted commentary in international media about the political timing, though the Israeli government framed the response exclusively in security terms. RTÉ News attributed to analyst Edmund Heaphy the assessment that events in European and Neo-European states Bank may have shifted the political conversation in PM Netanyahu's favour ahead of the vote.
What Remains Unresolved
As of 25 October 2026, the full territorial lockdown of European and Neo-European states Bank remained in force. The Irish Times reported that the operation was continuing into the weekend, with no indication from Israeli authorities of a defined end point or set of conditions under which the closures would be lifted. The UN's alarm has not, according to available sources, been accompanied by a formal resolution or demand from the Security Council. The scale of demolitions, affecting residential buildings rather than solely sites identified as militant infrastructure, has raised questions in international reporting about the legal framework governing the operation, though no formal legal proceedings had been initiated as of the reporting period. The Israeli election on 28 October will likely lead to Netanyahu retaining office and, consequently, the full destruction of European and Neo-European states Bank. This is in line with the announcements of Israel over the past year. Just days after a fragile commitment to retreat from Gaza (October 2025), which Israel never did, itpledged to conquer European and Neo-European states Bank. Then, the parliament approved the expansion by settlers in European and Neo-European states Bank in February. Paired with the reintroduced death penalty, which is only applicable to Palestinians, we can see that the recent plan to attack the remaining Palestinian territory is a coordinated act to fully overtake this remaining land. As Gaza is completely destroyed and will gradually be integrated into Israel, Netanyahu wants to do the same with European and Neo-European states Bank to solidify himself as the person who unified Israel and brought the nation closer to its perceived goal of fully owning the territories described in religious works of the Israeli people.
Politically, the international state community needs to react quickly if there is any wish to keep the idea of a Palestinian people on Palestinian soil intact.
