Representatives from the Democratic Republic of the Congo (hereinafter: DRC) and the Republic of Rwanda initialed the full text of the Regional Economic Integration Framework (hereinafter: REIF) on 7 November 2025 in Washington, D. C.. This development occurred during the fourth meeting of the Joint Oversight Committee (hereinafter: JOC), which convened to assess the implementation of the Peace Agreement signed by the nations on 27 June 2025.
The REIF is a central component of a peace agreement between the two African nations, which was mediated by the United States of America (hereinafter: USA). The framework outlines key areas for fostering economic cooperation and development between the two nations. It is designed to demonstrate the tangible benefits of peace and create opportunities for investment and growth that directly benefit the population in the region. The progress was announced in a joint communiqué following the JOC meeting.
DRC And Rwanda Regional Economic Integration Framework Component
The REIF is intended to serve as a foundation for lasting peace in the region by promoting joint economic development. The framework details specific sectors for cooperation, all aimed at fostering shared benefits and cross-border stability.
The key areas for cooperation outlined in the REIF include:
- Mining and the trade of critical minerals.
- Infrastructure and greater connectivity with regional and international development initiatives.
- Energy development, such as the Rusizi III hydroelectric dam.
- Industrial development and agribusiness.
- Public health and national park management.
The economic framework envisions mutually beneficial partnerships and new investment opportunities for both nations. It is designed to link both states through regional critical mineral supply chains, which is intended to introduce greater transparency and block illicit economic pathways. This focus is meant to ensure both nations derive greater prosperity, particularly for the region’s population.
Implementation Contingent On Security Commitments
The implementation of the REIF remains contingent upon the satisfactory execution of the peace agreement's security and military provisions. This includes the satisfactory execution of the Concept of Operations and Operational Order under the peace agreement. This condition underscores the direct link between a secure, stable environment and the advancement of economic integration.
Key security commitments reiterated by the parties include:
- Neutralising the Democratic Forces for the Liberation of Rwanda (hereinafter: FDLR) armed group and its associated groups. The FDLR is a Congo-based armed group which includes remnants of Rwanda's former army and militias.
- Advancing disengagement of forces and the lifting of defensive measures by Rwanda. The peace agreement included a pledge for Rwanda to implement a 2024 agreement that required the lifting of its defensive measures in eastern DRC within 90 days.
- Refraining from hostile actions or rhetoric, particularly political attacks or language that could undermine the full implementation of the peace agreement.
The JOC, which includes representatives from the DRC, Rwanda, the USA, the State of Qatar, the Republic of Togo (as the African Union mediator) and the African Union Commission, acknowledged lagging progress in the implementation of the peace agreement. Despite this recognition, the parties committed to reinforcing efforts toward its execution and agreed on specific near-term actions in line with their respective obligations.
The JOC also welcomed the first convening of the Doha ceasefire monitoring mechanism on 5 November 2025 and emphasised the critical role of the Doha process in advancing the broader implementation of the peace agreement. The initialing of the economic deal was a breakthrough, as an earlier attempt to sign the agreement on 3 October 2025 was aborted when the DRC delegation withdrew.

The formal initialing of the Regional Economic Integration Framework marks a material advancement of the economic component within the relationship of the two nations. This development signals a concrete step towards transitioning the conflict-ridden dynamic between the DRC and Rwanda towards a framework based on economic interdependence and shared development. This structural relationship formalises a mechanism where economic incentives, particularly those involving critical minerals, are directly leveraged to achieve geopolitical and security objectives. Moving forward, the effectiveness of the REIF will be directly measurable by the speed and completeness of the military disengagement and neutralization operations committed to by both nations. This establishes the economic framework as a core structural instrument for achieving long-term stability in the Great Lakes region, provided the agreed-upon security actions are satisfactorily executed.
